Nope, colorism exists among white people as well. Just look at the recent Mass Effect Andromeda controversy. Couldn't make Nordic pale white skinned characters so this became "YOU CAN'T MAKE WHITE CHARACTERS!" despite every other shade of white people being available in the CC.
