Honestly, none of the RBY starters end up particularly great against the E4.

Lorelei: Ice hits weakness on both Charizard (remember, this is RBY) and Venusaur, Blastoise does reduced damage to all of them except Jynx.

Bruno: Okay, Blastoise and Venusaur are good against the Onixes, but they suck anyway. lol Bruno.

Agatha: None of them hit weakness here.

Lance: Dragons resist the starter elements, so nope.

Gary: You can use each starter to own Gary's corresponding elemental weakness, and Blastoise/Venusaur can kill the Rhydon well, but that's about it.


Anyway, Bulbasaur series (I'm pretty incapable of separating them into individuals, never made sense to me) gets a 9/10. Clearly the best starter in-game for RBY, with type advantage on the first three gym leaders (particularly Misty who can be tricky otherwise), Razor Leaf being a hax 110 power in that game, and special stat (Bulbasaur's specialty) doing double duty. A weak E4 showing does hold him back, but again, that doesn't mean you shouldn't pick him because the others don't do any better.
