At some point in the rules, it suggests you put the randomizer cards under each supply pile as a sort of marker, to keep track of where each pile is (if it runs out, so you see the randomizer card and know that pile is emptied) So, basically, they're useless.
And you can get the expansions in any order.
Oh ok.... I guess that makes sense if you're REALLY bad at keeping track of which decks have run out, still seems like they should have just not made them for cards that are always used anyway, same with the Trash card.
