I think Quan Chi is cooler to use in MK9 than Shang (Wouldn't use either of them really), I just always disliked him as a character in general.
Also, his leg beatdown is a pretty neat fatality.
Not his giraffe neck stretch thing though. His most infamous fatality has always struck me as hella stupid. ~_~
