button down shirt, dress pants and a tie at the minimum. if it is specifically business casual you could do khakis and no tie.

Business attire in my mind definitely means suit + tie.
That's the thing. It's not specifying. Is 'business attire' its own thing? The only thing google returns is that it might be a sports coat instead of a dress coat.
