Maybe I'm confusing them with Dreamcast GD-ROMs. I know at least one of them wrote from the outside in, if not both.
Anyway, what makes it bad design?
Outside is more likely to get damaged. Which is why the Saturn was a pain. Sega put the Saturn's copy-protection scheme on the outside.
