As far as more talented, I would vote for Eddie based on versatility.
I think he has more range as far as roles he excels at (cocky heel, cowardly heel, pure babyface, comedy face, and the "lie cheat and steal" babyface role that he more or less invented) than HBK does (underdog face, cocky heel...that's about it).
I also think he adapts better to more styles. Eddie could do lucha, Japanese juniors, the WWE style, tag team, and the '90s American Indy style all perfectly. We only ever really got to see HBK work tag team and the WWE style, but even so I don't think he would translate well to some of those others. I think he found the perfect fit in WWE.
