Terry scales like crap with meter actually. His low meter damage is average (I have a chart actually with all the top row characters low meter damage averages) BUT he has decent normals, and despite likely being the worst character in the game he is still the easiest.
huh. thought he at least wanted meter for ex taco. i can probably swing him first, then.
