Look at how much power he's lost over the years. Everyone knows how poorly FF7 has aged, and Square-Enix has done nothing to keep that legacy alive. The last thing we had was Crisis Core, and that wasn't even about him.
Cloud and Sephiroth probably couldn't even beat Sonic or Snake today.
