Disagree with GS because Chikorita is a quadruped. Cynda or Toto would be fine for first form, but Chik/Meganium don't fit in.
Then again, going off of the legs rule, we'd have to have Tepig as the mid one for BW.
Yeah once again, I'm not trying to make it work for an alternate, there's no way it could because Charizard is a flier and no other starter Pokemon evolves into a flier.
My point is that I love Chikorita and hate Bayleef and Meganium, so if either of them were a playable character while Chikorita was not, I would be mega-pissed.
