Because gen 4 evolutions mostly make no sense, to me at least. They evolved usable stuff like Dusclops and Electabuzz (granted, they took a hit with the metagame becoming more offensive, but that's hardly the reasoning behind their choice) and stuff that would've been worthless regardless like Tangela and lolmagmar.
