Well, if we're talking grand scale, most of the population being Apathetic, then sure, but if we're saying one person has the potential to cause more harm being apathetic than being religious seems incorrect to me.
if you want to play that game, then sure, religious on a personal level isn't much of an issue at all. it is when the apathy and religion spreads in number that the problems become apparent.
