Are you talking about Grodek taking over the Diva? I dunno, at first I thought it was him simply acting out his superior's orders. The other Earth Federation guys seemed like real asses in the first place.
On the other hand, it was kind of suspicious for him to so readily suggest it.
I am 80% sure that Tiffa Adill girl that Frito found is a UE spy. Jamil is just channeling his inner Bright Noa.
Also, the fact that everyone calls them 'Unknown Enemy' instead of outright calling them aliens hints very hard that they are humans.
At least, that's how I'm seeing it right now.
