To be fair, those first two polls are really old and the results were weird. Liquid is nowhere near close to Solid Snake as the 2004 contest would suggest and more recently Frog got third place against Samus and Ganondorf and lost soundly to Bowser. Unfortunately, Frog's glory days are over.
