I think he misinterpreted it. I thought we wanted all fictional characters that have appeared in videogames and not just everyone in general which he seemed to interpret it.
TBQH there's not really much of a difference these days. In all honesty I probably can't name 10 characters I'd want that have never been in a video game. I could name plenty that have been in crappy games, but almost everyone has at least been in an obscure PC game at the very least.
