This is launch period. big hitters take time to develop these days. launch period is the time where people settle for good-not-great stuff just to test out the new hardware. Early Wii launch everyone was hyped for Wii Sports, Excite Truck, and Red Steel. 360 launch, Perfect Dark Zero and Quake 4, terrible games, received an average of 8/10. PS3 launch, and for 2 whole years, Resistance was their shining star.
And Shadow Wars is better than all of those. But what's so bad about Quake 4? I've got it on PC and thought it was pretty good.
