Also, when does Team Rocket take over cities? I think they maybe had a few grunts roaming around Saffron, but they were pretty much all in the Silph Co. building.
They mention having control over all of Saffron (not to mention being able to block off the Mimic girl and the gym)
And there's no denying them taking over Goldenrod.
