That should pretty much be all the reason you need for them being this low, but they also have the stupidest uniforms out of anyone and they're so forgettable I can't even remember what their motivations were other than that they had an insane leader who wanted to remake the world in his image. On the plus side, they do manage to blow up a few lakes, which is just one notch lower than blowing up the ocean, and manage to chain the 3 pixies.

Galactic is easily the best. Best leader, good sense of humor, and a kickass battle theme.
Plasma wasn't that great outside of N. And they didn't make sense. "WE HAVE TO LIBERATE THE POKEMON" *beats up a Munna*
