For the sake of the contest, a character can be allowed if they go through enough mechanization. That is the argument that can be made for 17 and 18. There is nothing robotic about Cell, and he's really only an android in name only. The collection of the cells that compose him may have been unnatural, but he's still a living organism, growing from a larva in an incubator into an adult form. I'd liken him to a realian from Xenosaga - an artificial human that is completely biological (and I imagine wouldn't be allowed).
