Because it kinda did nothing from the start.
There's a whopping one line in Peace Walker that ever remotely references PO in any way, shape or form, and it's literally an insult and happens five minutes into the game. Miller tells BB "we can finally leave all that San Hieronymo crap behind us" and that's it. And since Kojima stated several times he was well aware of 'tepid fan feedback concerning the narrative of Portable Ops', I'd call it a safe bet given his sense of humor he was just middle-fingering a game he did nothing but help produce.
