By tying up Cena he prevented a slower-burn Punk/Cena, necessitating it blow off at Summerslam instead of extending it to mania.
Given that the blow-off for Punk/Cena was a dirty finish that ended in Punk getting beat up by Kevin Nash and the WWE Title ending up on a heel anyways, it's clear that Rock had nothing to do with the angle being ruined.
