I thought about that too, but the fact they went so horribly off-script the first time, would they really trust this person to do things right the 2nd time?
That's why they would withhold his pay.
If he still insisted on not playing ball, they'd just take the credibility hit of a hasty write-off (we see a heel push someone down a flight of stairs and find out it was Mr. Money in the Bank, or an angry face beats on his car while he's supposedly in it, and the car explodes, or something a little less ridiculous) and stop puttin him on TV.
