This doesn't really work because you have people like Bryan, Henry, Kane, and Jericho fighting for both within the same month.
Sure it works. They move shows when they switch titles.
It's not that different from before, just with more mobility (which means more options). This situation right now is basically exactly what I've been demanding for the last decade. That you can still have people on "home shows" but without arbitrary restrictions that eliminate necessary options.
