Well I'm not totally positive about it, but it makes sense to me.
... Does stage DLC even exist for fighters yet? Either way that sounds silly because who cares about stages in fighting games enough to pay for them when they're all literally the exact same thing. I'd be fine with a fighting game only having a single stage. >_></p>
Each of the DLC characters in KOF13 comes with their own stage. Makes no gameplay difference, they just look cool.
