Well I'm not totally positive about it, but it makes sense to me.
... Does stage DLC even exist for fighters yet? Either way that sounds silly because who cares about stages in fighting games enough to pay for them when they're all literally the exact same thing.

Stage music. Kinda like me buying Graces f costume dlc just for the battle theme change.
