Bleach will probably come back to finish animating the manga, but it would've been going through too much filler if it didn't end when they ended it. This filler arc is also considered to be really good.
Can't. They made up their own ending. Kind of like what FMA did. So it won't happen. The reason it ended by the way was because of poor ratings in Japan.
