The whole idea behind calling the police to do a welfare check is in case such action is necessary to save his life, such as if the neighbor fell and was unable to get up, or had some other medical crisis that wasn't lethal but prevented him from helping himself. Without assistance, he would die of thirst or exposure.

The question in play is not if to involve law enforcemenet, but when.
