It means that instead of becoming one with the force they choose to maintain a sense of consciousness, and it requires a significant amount of skill and knowledge. In the old canon (idk about Disney stuff) force ghosts would choose to become one with the force after whatever task they had was complete, because ultimately that was the end goal.
