Only watched the anime. Far as I'm aware, no.

I just remember Ryuk commenting whoever uses the Death Note, will make him write your name in his Death Note at the time of their death.

I didn't really see any rules stopping Ryuk from killing Light for giggles though.

I dont recall any rules on simply touching it though beyond being able to see and talk to them.

On that same note, I dont recall any rules that Ryuk couldn't kill whoever he wanted as long as he wasn't doing it to intentionally save anyone.
