Lillia had the medallion, which Sephiran had placed with her so that she could wake it up. Since Ashnard had custody of her and Sephiran didn't seem to phased by it, it can be assumed that he meant for him to have them.
Although the fact that the order of events is so vague is just another example of Part 4's meh writing.
That's just a huge assumption
