People in this game are not comfortable near pokemon, many are scared of them, to the point villages have guards to protect them from wild pokemon. Stuff that people learned by that point in the series just isn't known to these people. Even pokeballs are a recent invention. Hell, they don't even have running water, they have containers for water in their homes instead.That does make sense and is actually a really cool concept story-wise. Gameplay-wise, it was a mistake...
