Do those being harmed feel that they're safe coming forward and their claims will be handled justly without a chance of recourse from other parties? Are the powers-that-be going to be completely overwhelmed with cases because it's so pervasive that they can't handle all the claims and give up? It's 8:34, do you know where your children are?
