It's a non sequitur because there is no logical path between "what is the most effective way to make money" and "a government is supposed to protect rights." The question isn't asking for the point of government nor does the answer talk about the most effective way to make money. It's a complete tangent in the same way that it would be if you started talking about pizza when asked about your favorite sushi: there are some words that might come up in both, but the actual point of either has been utterly missed.

I mean, you aren't exactly wrong. It's just that you're skipping most of the thought experiment/line of reasoning. It's a baby steps sort of affair, I'm not starting with the conclusion. ~.~
