It's who the artist wanted to sculpt. Washington and Jefferson make a lot of sense, Lincoln is credited with keeping the nation together (despite the fact his presidency was why it broke up in the first place), and then everybody likes Teddy.
No it wasn't.
The century of slavery slowly tearing the country apart, and the South throwing a bitch fit over the other party winning is broke it up.

It's worth noting that Washington as a politician was kinda eh; his legacy was more as a general. And to some extent the fact that Washington wasn't a stronger hand is why the US almost immediately splintered into two political parties (the federalists and democratic-republicans) despite his dislike his parties and factionalism.
Just the opposite...
He was a very mediocre general that lost many battles and made big mistakes, but competent enough that his army didn't collapse, at least. Benedict Arnold was the talented general that literally saved us from complete and utter defeat, but we treated him like crap and he bounced.
As a president though, he was great. Very fair and even-tempered, set pretty much all of the precedents we came to expect from the office, and was humble enough to leave instead of cling to power whilst warning us about how much forming political parties would ruin our country.
