many of the games on the oculus store will run stand-alone, no PC required to play them. if you're buying the games on steam you're not buying the stand-alone versions, you have to run them off a pc.

But you can use it basically as a PC based unit via an expensive link cable (no clue if you can use regular usb c or whatever) that basically makes it a vr monitor while your pc does the graphics processing. But I hear misxed reviews on how weell that works. I have no firsthand knowledge cause the mixed eviews turn me off to actually trying it
you dont need oculus brand link cable, look on amazon and you can find a much cheaper USB-C cable that'll work just fine for it. once you've got one it'll play PCVR games as well as any other VR headset, the limiting factor then is your PC.

the best thing about PCVR on the quest 2 is you can get virtual desktop (or use airlink though its still crap) to stream games from your pc to the headset over your wifi. makes the quest 2 the only truly wireless PCVR setup.
