If the discount is different, or differs by a specific amount or more, over the two regions then that message comes up. When this happens I either select a different game to gift or I purchase the game from a third party and send the key instead. Aye, happened with my friend in the US when he wanted to gift me a game for my birthday a couple of months back. His game discounted when taking regional pricing into account worked out much cheaper, so he ended up sending me a digital gift card to cover the cost instead. He ended up spending a little more, but didn't care.
