I agree with this view when it comes to things that you'd do in, like, private, or 1-on-1 contexts. i.e. things with a limited scope, like "don't say this word because it could offend someone in the room with you" "don't bring donuts to your workplace in case someone has an eating disorder" etc

in fact both of those examples (there's any number i could think of) can both have the person say "hey please don't do this actually, it's no big deal that you didn't know, but i'd prefer you don't" because you are in direct contact with the people affected

But when the scope of the action is "any pets living in a nearby radius could feel terrified", and you have no way of knowing who is or isn't okay with it or for them to ask you not to, then I think that crosses a line that those other scenarios don't
