The man is known for inflating claims about anything he's involved in. Everything he does is the "biggest" "best" "greatest" etc. "Everyone is saying it", except you can never get specifics on who "everyone" is.

It's because he's a snake oil salesman, a shyster "businessman". He throws out the big positive words and bombast to distract from the fact that it's all a line of bullshit.

So of course he would come out crowing about how "it's the safest vaccine ever, from the standpoint of medicine! Best ever! So great! Get it right away!" He wouldn't come out in a lab coat, but he would lean on a podium and hype it to the moon, because he hypes all of his stuff to the moon.

And since his covid response up to that point could only generously be called "equal parts laughably and horrifyingly inept", people were going to wait for the word from the doctors.
