If he can't keep innocent people safe during a conflict why is he a police officer? Dealing with criminals is part of their job. Keeping people safe is their job. He failed. If criminals can't "not put innocent people at risk" when they roam in public, why shouldn't they be held responsible for the chaos that happens around them? You'll always need cops for bad people, but we don't always want bad people.... You're literally siding with "We don't always need cops, but we need bad people".
