They found out someone needed to keep the Scourge under control, and to do that you have to be the Lich King, and mentally control the undead to keep them locked up in Northrend. A Paladin dude volunteered the job. I think he looks like that cause of the effects of wearing the crown or something He looks like that because the dragons burned him to death.
