Ah, I think I phrased it badly. I mean if they removed the tip credit, not tips themselves. As in forced employers to pay them minimum wage. My understanding (though granted I'm kind of stupid and it's difficult reading) is that their conclusion was that raising them to minimum wage (and letting the customers know as much) would take enough out of their tips that they wouldn't actually net more money. It seems to me that if they broke even (+employer money, -tip money) they would still theoretically lose slightly given their wages are harder to under-report than tips. I think it's an interesting study.
