This is almost every YA novel series, at least early on. It's meant to show character growth, usually. I would wager she starts off dumb and naive but gradually learns as people fuck her over and she experiences consequences.

Just a guess, though, I have absolutely no familiarity with the series.

She actually does start off pretty smart but naive to some extent as well. She thinks everyone is an enemy and doesnt see the hidden meaning behind anything except what her mentor does. Its so dumb.

There was one section that made me pull my damn hair out.

The newly appointed game maker asked her to dance at a party. He showed her his watch and in it was a very sophisticated hidden design of a mockingjay that can only be seen at a certain angle. He even went out of his way to say its a one of a kind. She knew at the time what the mockingjay represented but she couldnt put it together? She never even figured out that he was an ally until he told her directly.

The fuck? You cant be that stupid. It was so obvious. Dont get me started on how she couldnt figure out that Peeta was in love with her in the first book. Jesus Christ
