They don't go after people in Japan, they go after people in the US. They're taking advantage of US laws. You're not going to have things like songs being played in the background of your video that can be copyright struck in Japan. Frivolous lawsuits is so common in the US it's joked about by mainstream comedians. The doujinshi industry existing requires much laxer copyright laws.
