The circumstances make it appropriate. They were down one member of their team with basically no time to recruit another fighter and they needed somebody reliably strong so Goku picked frieza. Then frieza spends pretty much the entire arc off doing his own thing and cheap shotting people, to the point where he almost betrays his own team, and only at the very last moment does he reluctantly agree to fight alongside Goku because his life is on the line. Even then, it's only after he makes Goku reaffirm his promise to use his wish to bring Frieza back to life.

Edit: once he's revived, he also goes right back to being an evil dictatorial overlord, so it's not like they changed his character to make it work for the tournament.
