they would have to be something like both a computer scientist and electrical engineer, and maybe a chemist, among other things, and then they'd have to devote at least a year of their life (or ten) to this one project. if they had infinite money it would help a lot.

but then, I guess still it depends how "from the ground up". do they have to mine their own silicone? if it's that bad then it's pretty close to impossible. one person could theoretically devote most of their life to doing this and maybe eventually succeed but there would be no point.

there's a reason we have specialization. this basically involves being superhumanly good at too many skills at once. there are gifted people, but no one has to carry that much "skill burden", whether or not anyone could.
