I'm about 90% sure you don't ever have to feed the dog, but doing so increases his obedience or something, I think. I did a playthrough with the dog and never fed him once (I was testing something) and he was pretty much the same as always. Maybe hunting with him helps out, even if you don't give him any of the spoils.

Speaking of which, there are a few (optional) quests where you need specific hunting items, like entrails and horns, and those only drop from game if you have the related perks. Kinda annoying, considering the quests aren't that interesting or useful reward-wise, so there's a head's-up.
