Topic	Anybody else in California feel the sudden rise in crime? I'm scared

I arrested a 16 year old with a stolen gun and stolen car and his mom just picked him up immediately before I even left the lobby. He got arrested the next day again. While still not the 90s. Crime has risen everywhere. Murders too. So if that 16 year old gets released again and commits a murder, can the victim's family sue the state for negligence because they failed to keep a potential criminal behind bars? I was staying up watching HOODvlogs on youtube and some of the gangbangers mention recruiting young kids because the punishments are very light even for murder. What can we do to stop this?
