It's not so much that they cooperate, it's that they don't really have a choice in the matter. They needed the money. If they had to gone to a western power it would have been something similar. Though in the case of the west it would have been "we'll give you money for the airport but in exchange we want [insert valuable mineral] mining rights for the next 100 years", then some company would have come in and killed a bunch of the locals by poisoning the environment while mining. Which is basically what we've done to all of south and central America.

China will basically do the same thing down the road, "if you would like for your people to use this airport, we want the rights to mine [insert mineral] from now till the end of time".
