Given the details (mostly leaving his license behind) I'm pretty comfortable assuming it was a matter of making some really stupid, panicked decisions as he fled the scene of a stabbing, rather than attributing it to a genuine terrorist attack (mostly because genuine terrorist attacks tend to explicitly announce their motive, since otherwise they're not particularly likely to scare anyone into whatever the terrorist wants them to do), but waiting for more information isn't a bad idea.

Yea. I don't think it was terrorism. Or at least I don't think he INTENDED it as terrorism. That doesn't mean it wasn't intentional though. Or it doesn't mean it's not accidental. Just that he likely didn't do it explicitly to incite fear. There's no point in speculating further though until we get more info and at least his own claim as to why he did it (IIRC the whole 'fleeing a knife fight' thing is being said by other people and he hasn't said anything himself).
