The emotional stakes are very high, but it's mostly pose, flashback, pose, monologue, pose, flashback and then finally 30 seconds of animation. The USJ Nomu fight was better, at least the 2 minute brawl portion. The first half of that fight that no one remembers has still some really bad action beats, intercut with long intermissions of the students meandering about.
